The Law on the National Police provides that the police «це центральний орган виконавчої влади, який служить суспільству шляхом забезпечення охорони прав і свобод люди[ни]» — a central executive body serving society by securing the protection of human rights and freedoms. Its placement inside the executive is the structural fact: this is not an independent agency, and not a force constituted separately from central government.
Its tasks are framed as «надання поліцейських послуг у сферах: 1) забезпечення публічної безпеки і порядку; 2) охорони прав і свобод людини…» — the provision of policing services in named spheres, beginning with public safety and order and the protection of rights and freedoms.

SCOPE: the National Police as its own Act constitutes it. The official consolidated Ukrainian text, read directly from the print route. Supports Art. 1(1), that the National Police «це центральний орган виконавчої влади, який служить суспільству шляхом забезпечення охорони прав і свобод люди[ни]» — a central executive body, which places it inside the executive rather than as an independent agency. Supports Art. 2, that its tasks are «надання поліцейських послуг у сферах: 1) забезпечення публічної безпеки і порядку; 2) охорони прав і свобод людини…». The statute frames the whole function as the PROVISION OF POLICING SERVICES rather than as the exercise of authority, which is a drafting choice worth noticing and not one this platform will characterise further. This record establishes nothing about the ministry above the police, about other law-enforcement bodies, or about how a complaint against an officer is handled.
