The Police Investigations and Review Commissioner states that its aim is to secure public confidence in policing in Scotland, and lists among its priorities delivering investigations, delivering Complaint Handling Reviews and audits, and strengthening independent investigation and oversight of complaints.
Criminal allegations against on-duty police officers are a separate route: COPFS states that it has a role in investigating them. Complaint handling and criminal investigation of officers are therefore in different hands, which is a distinction worth noticing before assuming either body does the other's work.
Governance of the service runs through the Scottish Police Authority, the body corporate established by section 1 of the Police and Fire Reform (Scotland) Act 2012.
