Section 6 of the Police and Fire Reform (Scotland) Act 2012 constitutes the Police Service of Scotland as consisting of a constable holding the office of chief constable, one or more deputy chief constables, one or more assistant chief constables, and other individuals holding the office of constable.
Section 1 of the same Act establishes a body corporate to be known as the Scottish Police Authority, or in Gaelic Ùghdarras Poilis na h-Alba, with Schedule 1 making provision about its constitution, members and staff.
Police Scotland describes itself as policing the whole of Scotland as a single service. Both sections are shown as extending to Scotland, and the contrast with England and Wales is structural rather than a matter of scale: there, statute divides the territory into police areas and gives each an elected commissioner; here, one Act constitutes one service and one authority.
