You do not apply to the police. You apply through the national higher-education admissions service to a bachelor degree at the Police University College — and several requirements fall due before the year you apply.

Norway organises entry as a university admission. A candidate applies through samordnaopptak, the national coordinated admissions service used for higher education generally, to a bachelor programme at Politihøgskolen — and competes for a place on a points score, as applicants to other degree programmes do.
Two other systems make entry a question of admission rather than appointment, and they do it differently. The Netherlands also admits a candidate to an education programme first — but to a named POLICE programme whose choice determines the kind of work being prepared for, where Norway routes candidates through the admissions service used for higher education generally. Czechia is the sharpest contrast on this platform: there the conditions of entry are set in legislation governing a service relationship, not in the admission criteria of a degree.
- Norwegian citizenship
- Required, and required by 1 March of the year of application. A citizenship requirement in the strict sense, like Czechia and unlike England and Wales or New Zealand.
- Generell studiekompetanse
- The general university admission qualification, required by 1 March of the year of application. This is the ordinary Norwegian entry standard for higher education rather than a police-specific one.
- A grade requirement in Norwegian
- A minimum grade 3 in written Norwegian hovedmål, by 1 March of the year of application. A specified grade in a named subject, which is unusual among the systems researched.
- A driving licence, due before the application year
- Førerkort klasse B by 1 August of the year BEFORE the year of application. Most systems that require a licence allow it to be obtained later; this one requires it earlier than the application itself.
- Conduct and health documentation
- Plettfri vandel — an unblemished record — documented by politiattest, and a legeerklæring from a physician. Both have a documentation deadline of 20 March.
- Assessment after the paper requirements
- Applicants who meet the requirements go on to digital tests and a video interview, then physical tests, and then a suitability assessment. What any of these contains is not described here.
