What it is

Polizei Berlin is the police of a German city-state, which makes it simultaneously a Land force and the police of a single city. Its territorial Direktionen each carry responsibility for between 530,000 and 850,000 people. It is included here as one worked instance of the Land tier: what it does is not evidence of what the other fifteen forces do, because each recruits, trains and organises separately under its own law.
