Because entry itself branches. Berlin runs two career tracks entered at different education levels, and which one a person enters is decided at the start rather than reached by promotion.
Why does Germany not have one police rank ladder?
Germany has sixteen Land forces plus the federal Bundespolizei, each recruiting separately, and no national layer to quote — so a "German police rank ladder" would be wrong sixteen or seventeen times over. Berlin is published here as one worked instance, and what it shows is structural rather than local: the mittlerer Dienst is entered through a two-and-a-half-year Vorbereitungsdienst, the gehobener Dienst through a three-year Studium awarding a Bachelor of Arts, and which track a person enters is decided at entry. The tracks are not two rungs of one ladder.

Laufbahnen — career tracks entered at different education levels. Berlin’s mittlerer Dienst leads to appointment as Polizeimeisterin or Polizeimeister in a Beamtenverhältnis auf Probe; the gehobener Dienst is entered through a degree programme. Entry decides the track.
