Police recruitment in Germany

There is no German police recruitment. Each Land recruits separately, with its own entry tracks and its own requirements, and the federal police recruits separately again.

AnalysisAsking what the German police entry requirements are presupposes a single recruiter. There is not one. Policing is organised at Land level, each Land police force recruits on its own terms, and the Bundespolizei recruits separately again. A requirement established for one Land is evidence about that Land.

Berlin — two tracks, entered at different education levels
The mittlerer Dienst is a Vorbereitungsdienst of "2 ½ Jahre", entered on the erweiterte Berufsbildungsreife, or on the Berufsbildungsreife together with a completed two-year vocational training and two years of work, and leading to appointment as Polizeimeisterin or Polizeimeister. The gehobener Dienst is a course of study: "Das Studium dauert 3 Jahre und ist in 15 abgeschlossene Module gegliedert", requiring "mindestens die Fachhochschulreife bzw. das Abitur" and awarding a Bachelor of Arts.
Bavaria — a different structure with different names
Bavaria organises entry by Qualifikationsebene. The 2. Qualifikationsebene Ausbildung is described as "2,5 Jahre", divided into five sections of six months. The Bavarian page consulted does not state the school qualification required, and none is claimed here.
What the two examples establish together
Not a German rule, but the absence of one: two Länder use different vocabulary, different structures and separate recruitment. The comparison is the finding.

One point does carry across both examples: entry at the higher track is a course of study, and it is the study that awards a degree. Neither example requires a degree to enter — Berlin requires a school-leaving qualification for the gehobener Dienst and awards the Bachelor of Arts on completion.

  • Who recruits police officers

    In some countries one national body does, and in others the question has no single answer at all — which changes what "the entry requirements" can even mean.

  • Police training and police education

    Training prepares a person to do a defined thing competently; education develops judgement that transfers to situations nobody anticipated. Some systems deliver both under one programme, and whether they are the same activity is a live question that different countries have answered differently.

  • Do police officers need a degree?

    In none of the five systems researched is a university degree required to enter. Two of them award one for completing training, which is a different thing and is the source of most of the confusion.

  • When a recruitment requirement is campaign-specific

    Some requirements come from law and outlast every competition. Others are terms of a single campaign, anchored to its closing date. Official documents usually contain both, and rarely label which is which.
