What it is
Article 8(1) of Law No. 2 of 2002 provides that "Kepolisian Negara Republik Indonesia berada di bawah Presiden" — POLRI is under the President — and article 8(2) that the Chief of Police, the Kapolri, is responsible to the President. Every other national force in this registry answers to a minister or a commission. Indonesia does not, and that is a structural fact about accountability rather than a matter of protocol.
