What it is
The New York State Police states that it "works to ensure the safety of the state’s roadways, prevent and investigate crime, prepare for and respond to emergencies and disasters and provide support to other law enforcement agencies". The last clause is the structural one. A state agency in the United States supports other agencies; it does not command them, and its existence does not make the municipal departments in that state subordinate to it. Set against the California Highway Patrol, whose remit is traffic enforcement, it also shows that "state police" is not one job description.
