What it is
Ley Orgánica 2/1986 names the Guardia Civil at article 9(b) as an "Instituto Armado de naturaleza militar", alongside the civil Policía Nacional. The Corps states the consequence itself: "el Instituto responde a su tradicional doble dependencia de los Ministerios de Defensa e Interior". That dual dependence is the defining structural fact about it, and it is what places the Guardia Civil in the gendarmerie family rather than the national-police family, notwithstanding that most of its work is civil police work.
