Police ranks in Spain
Not a ladder but four escalas, each with a function the statute assigns it — direction, command, supervision and material execution — and seven categorías distributed among them.
Does the Policía Nacional have a rank ladder, and what is an escala?
Ley Orgánica 9/2015 does not organise the Policía Nacional as a single ordered ladder. It establishes four escalas and puts the categorías inside them, and article 18.1 gives each escala a job: the Escala Superior has "la dirección de los servicios policiales", the Escala Ejecutiva "el mando de los servicios policiales", the Escala de Subinspección "la supervisión de los servicios policiales", and the Escala Básica "la ejecución material de las funciones encomendadas a la Policía Nacional". A reader who flattens this into a nine-step ladder loses the thing that makes it intelligible: the escala, not the categoría, is what determines the kind of authority a member holds.
The ranks
Listed in the order Ley Orgánica 9/2015 sets out the escalas, and the categorías within each. The statute assigns functions to ESCALAS; it does not present these seven categorías as a single promotion ladder, and this list is not one.
