How police positions work in Norway
No ordered rank ladder could be established. What the Police Directorate’s own budget analysis works in is stillingskoder — position codes — and this page publishes that rather than a ladder assembled from elsewhere.
Does the Norwegian police have ranks?
The Norwegian Police Directorate’s annual resource analysis calculates staffing costs by position code rather than by rank. For police positions it names "politibetjent 1" and "politioverbetjent"; for civilian positions, førstekonsulent and seniorrådgiver. A police service that budgets in position codes is telling you something about how it is organised, and it is not the same thing as a rank structure — which is why this page carries no list.
There is no single ordered ladder here
Position codes (stillingskoder) used across the state employment system, rather than ranks belonging to the police. The resource analysis names two police codes — politibetjent 1 and politioverbetjent — because those are the ones it calculates costs for, not because they are the only ones that exist.
