Is a police academy part of the police?

In one country the answer is both. The academy is part of the police and a legally independent body at the same time, reports to the justice ministry, and has its teaching judged by the same authority that judges universities.

Asking whether a police academy is part of the police sounds like a question with a yes or a no. One country answers it with both at once, and the arrangement it has built to make that possible says a great deal about what police training is thought to be.

Why it exists

AnalysisA body that trains police has two masters by nature. It has to teach what the service actually needs, which argues for keeping it inside the organisation; and it has to be able to say things the organisation does not want to hear, which argues for keeping it outside. Every system resolves that tension somewhere, and the resolution is usually invisible until you look at the legal form.

How it works

The institution states both halves in consecutive sentences: "De Politieacademie is sinds 2017 onderdeel van de politie." And then: "Maar het is wel een zelfstandig bestuursorgaan (zbo). Dit betekent dat de Politieacademie zelf beleid maakt en haar taken uitvoert."

The reporting line runs past the police entirely: "De Politieacademie valt direct onder het ministerie van Justitie en Veiligheid."

Quality is judged from two directions. The Inspectie Justitie en Veiligheid "controleert de kwaliteit van onze opleidingen en examens", and the NVAO "is verantwoordelijk voor het beoordelen van de kwaliteit van het hoger onderwijs". A Raad van Advies advises the director.
